Abstract

Indonesia memiliki potensi strategis untuk berkembang sebagai pusat pariwisata halal dunia, didukung oleh keunggulan demografis, kekayaan budaya, serta percepatan transformasi digital. Namun, pengembangan pariwisata halal masih menghadapi berbagai tantangan struktural, seperti fragmentasi kebijakan, rendahnya tingkat digitalisasi, dan belum terintegrasinya nilai-nilai keislaman, prinsip keberlanjutan, serta teknologi canggih dalam perumusan kebijakan pariwisata nasional. Penelitian ini bertujuan merumuskan kerangka konseptual integratif Pariwisata Halal 5.0 yang menggabungkan nilai syariah, paradigma keberlanjutan, dan inovasi teknologi dalam tata kelola pariwisata nasional. Penelitian ini menggunakan metode Systematic Literature Review (SLR) terhadap 47 artikel ilmiah dan dokumen kebijakan terpilih dengan mengikuti protokol PRISMA serta analisis tematik. Hasil penelitian menunjukkan bahwa transformasi pariwisata halal perlu bergeser dari pendekatan normatif berbasis kepatuhan menuju paradigma human-centered yang menekankan maqāid al-syarī‘ah, prinsip triple bottom line (ekonomi, sosial, dan lingkungan), serta pemanfaatan teknologi mutakhir seperti kecerdasan buatan, Internet of Things, blockchain, dan augmented/virtual reality. Temuan lainnya menegaskan pentingnya model tata kelola kolaboratif yang melibatkan aktor lintas sektor dan lintas tingkat pemerintahan. Peta jalan pengembangan mencakup harmonisasi regulasi, pemberdayaan UMKM halal, penguatan kapasitas sumber daya manusia, serta pembangunan platform digital pariwisata halal yang terintegrasi. Analisis menunjukkan bahwa integrasi nilai-nilai Islam, keberlanjutan, dan teknologi berpotensi menciptakan destinasi halal yang inklusif, adaptif, dan berdaya saing global. Dengan demikian, Pariwisata Halal 5.0 tidak sekadar merepresentasikan layanan berbasis kepatuhan syariah, melainkan transformasi sistemik menuju ekosistem pariwisata yang etis, berkelanjutan, dan inovatif, sejalan dengan visi Indonesia sebagai pemimpin ekonomi halal dunia.
